  2. Port Privatisation

    Port Privatisation

Edited by James Reveley, Malcolm Tull
The transformation of public ports into commercially orientated and profitable entities is occurring apace in the Asia-Pacific region. This timely book is the first to take a regional perspective on port reform and port privatisation. A range of countries is examined, including China, Japan, Korea, Malaysia, Singapore, Australia and New Zealand. The book’s contributors are academic specialists in the fields of port economics and management, whose country studies illustrate a variety of port privatisation methods and outcomes in an economically, politically and culturally diverse region connected by extensive maritime trade networks. Significantly, the book concludes that privatisation of ports is an important but far from universal approach to reforming the region’s ports. Learn More

  5. Delegation in the Regulatory State

    Delegation in the Regulatory State

    Fabrizio Gilardi
During the past 25 years, independent regulatory agencies have become widespread institutions for regulatory governance. This book studies how they have diffused across Europe and compares their formal independence in 17 countries and seven sectors. Through a series of quantitative analyses, it finds that governments tend to be more prone to delegate powers to independent regulators when they need to increase the credibility of their regulatory commitments and when they attempt to tie the hands of their successors. The institutional context also matters: political institutions that make policy change more difficult are functional equivalents of delegation. In addition to these factors, emulation has driven the diffusion of independent regulators, which have become socially valued institutions that help policymakers legitimize their actions, and may even have become taken for granted as the appropriate way to organize regulatory policies. 18. Tax Compliance and Tax Morale

    Tax Compliance and Tax Morale

    Benno Torgler
The question of why citizens pay their taxes has attracted increased attention in the tax compliance literature of late. In this book, Benno Torgler considers the evidence that suggests that enforcement efforts cannot fully explain the high degree of tax compliance within society. To attempt to resolve this puzzle, numerous researchers have argued that citizens’ attitudes towards paying taxes (defined as tax morale) help to explain the high degree of compliance. Yet most have treated tax morale itself as a black box, failing to discuss the issues influencing it. This unique volume provides important new insights into the factors that shape the emergence and maintenance of citizens’ willingness to cooperate with tax legislations in different societies. 19. The Economic Analysis of Universities

    The Economic Analysis of Universities

    Susanne Warning
This book provides a theoretical and empirical analysis of strategic positioning of public universities. The concept of strategic groups from management theory and a formal equilibrium model of differentiation under strategic interaction are developed to explain heterogeneity and the role of teaching and research quality as the two main strategic variables of universities. Using data for German publicly funded universities, the empirical tests apply Data Envelopment Analysis and econometric methods. The results offer important insights for all countries where publicly funded universities play a role. Recent shifts towards more competitive university systems further increase the relevance of this book. Learn More
