Volume I is divided into four parts: The Nature of Democratic Government, Majority Rule, Other Voting Rules and Clubs and Local Politics. Volume II is divided into the following four parts: Representative Democracy, Bureaucracy, Political Business Cycles, and Democratic Dilemmas.
